Is the S&T available with GPS locator?

Streets and Trips 2013 does have GPS locator functionality built in the software.  This version of Streets and trips does not have the GPS hardware but Microsoft does offer a 2013 with the hardware.

So if you already have a GPS locator device like the one I have from an earlier version of Streets and Trips you would be good to go.

If you don't have a GPS locator device then you will need to purchase separately or lookup the version of Streets and Trips that has it included.

Question 2

Does the license allow this to be installed on a desktop and a laptop at the same time?  My 2009 version does.

Yes.  From the EULA:
You may install another copy on a portable device for use by the single primary user of the licensed device.
