This item says low profile, I need one that will fit a Dell that is a small form factor computer. Does low profile mean small form factor? Thank you

Typically low profile does mean small form factor, however you should measure the inside of the chassis and compare to the board height spec to be sure. Also if you look at the picture of this item you will see that the vga connector is on a ribbon cable, which allows the height of the card to be reduced by changing the io shield. It is always a good idea to measure and compare first though.

Is this compatible with a older dual processor Tyan motherboard and windows seven starter?

Windows 7 Starter, yes. I cannot answer about the hardware compatibility. One additional bit of information I will pass on is if you are using this for a Media Center PC (using WMC) then it will not pass the Digital Cable Advisor test. I had to use a bypass/hack to make it work.

I looked up your desktop and it has a PCI express port for the device. Yours is a smaller form factor so you'll need to use the supplied smaller bezel mount. But all in all this should be s pretty simple install.

Would like to check compatibility with HP dc7800cmt desktop?
e8200 @2.66ghz, 32bit windows 7pro, 4.0gb RAM, 365watt power supply. 256mb graphics memory.
Currently has Q35 chipset integrated graphics.
[1] PCIe x16 slot available. 
Assuming low profile bracket will be required.
Other recommendations would also be welcome.
I want to use pc with an lcd/led vizio e43 series tv.

I installed this card in a dual-core 2.8 GHz system running Windows 7 Ultimate with 8Gb of RAM, a 450w power supply and a square LCD monitor. So I don't for-see you having a problem. Radeon cards use low-power. Also, they are very easy to install. The card nearly set itself up. for me. This card is a low-end card. I needed a card to handle DX10. The system that it is in is a standby system now. The system could not run in 64bit mode and I needed that as everything, especially games, are going that way. You have an old system that may need further changes to keep up. If this video card keeps you going, by all means, do it.

Question 5

Even though the picture shows it, the specifications don't make any mention of it so I have to ask, does the video card have full VGA capabilites? 
I need to know as I am replacing a video card to an older model PC and the person I am fixing it for doesn't want to spend too much money on the repairs/parts.

Not sure what is meant by "full VGA capabilities", but I'm using using this card for a dual-monitor configuration.  The VGA port is driving the 2nd monitor.  Both displays are at 1440x900 resolution.

Does this card include audio over the  HDMI cable?
