Would this work with a horizontal PC case, or does it require a vertical case so that the heat can rise up and out?

i have both of mine in antec 900 tower cases, that case has a 200 mm top fan right next to the cpu cooler with a 4770k and 4790k cpu and NO GPU.  this combo works great.  i have for short periods of time operated the case, fan-off, side off in horizontal position and all seemed well from a temperature point of view.  so i think orientation isnt itself an issue, but rather making sure the cooler has access to lots of airflow.  intel graphics is enough for my workstation applications, so i have never attempted a GPU in the first slot.

What is the max CPU wattage for fanless usage?

95 Watt's TDP is the max wattage you can it with. This is watt's as in heat watt's, not to be confused with power consumption. It's so quiet I can hear the HDD over the silence of my room. I would highly recommend it.

how is it powered?

It's not powered; it is passive.  If you have a high wattage CPU (I believe more than 100W), you can attach a fan to the top of it.  But, otherwise, it provides sufficient cooling without needing any power.

It's big, so be sure you have enough clearance over your CPU in your case.  I believe it will fit fine in most cases.

And, it's quiet!

If I put this Heat sink in a Full ATX Tower Case with 4 (110 cfm) "in" case fans & 3 (110 cfm) "out" case fans, would this be adequate for a CPU with a 220W Thermal Design Power?

I have this cooler and it is Amazing! Once you go with a powerful fanless cooler, you will never want to go back. The cooler fits with 0mm to spare in my Zalman Z9 case. It is flush with the two top fans and I turned the back fan to pump air in. The case has a total of 6 fans, 3 in 2 out and 1 self contained to create positive air flow. Because the cooler fits so well in the case, the case is essentially the cooler and hot air vents most optimally. Much superior to a smaller cooler who's hot air is blocked by the case. If your case can fit this cooler and you have top vented cooling, get this cooler!

IS PRODUCT COMPATIBLE WITH INTEL I5-4670K LGA1150 CPU & ASUS Z87M-PLUS MOBO?

it works great with my i7-4470k lga1150 cpu and gigabyte z87x-ud5h mobo.  the two motherboards look very similar to me in terms of layout.  i used memory with very low heat sink.  a tall memory heat sink would definitely cause a problem as the cpu cooler hangs over the memory slots.

cooling wise i have a tower case with a large low rpm fan at the top.  sofar nothing close to an overheat condition.

The holes in the motherboard are on approximate centers of 67 mm by 113 mm.  Can the clips that come with this unit be used to secure it to the motherboard with securing holes in this rectangular form?

good question, Im leaning towards no becuase I only remember it having brackets in the standard intel and AMD patterns in 2013, I hope this helps, I did not recall any being rectangular, but i ONLY did this to a 775 intel

No. The height of this cooler is listed as 150mm, whereas the Thermaltake Core V1 has space for coolers up to 140mm.

Does it matter which way the CPU is oriented?

It really doesn't matter how the cpu is oriented.  The fan can be placed in two different positions.  Just make sure that you have room in your case to fit the cooler.  And, make sure you RAM modules don't have extra large cooling fins.  Measure your case free space and compare against the dimension of the cooler.  I would recommend this cooler for everyday use computers.  People who play graphic intensive games or do heavy duty video encoding will need a better cooling solution.  I have it installed on Haswell i7 4770k.
