Yes. Windows 8 drivers are found at zoomtel web site if you need

if I hook this to a voip line can I send/recive fax?

I think that a lot depends on your fax machine, your ISP, and your VOIP service. Some fax machines (I found this in the Brother MFC-7860DW) state in their documentation that they have a special setting to support VOIP., however I haven't tried that. My experience with an older fax machine and older cable modem was not very good. Some faxes went through alright, some didn't.
