When using this type of device, since the device is not associated with a landline or cellphone number, is it possible to receive faxes?

It is designed to be associated with a land line. You plug this in your computer USB port, load the drivers then hook it up to your phone line. It uses whatever number is assigned to that line and can receive faxes that are sent to that number. The plug port you see in the picture is for a 4 conductor telco line, not ethernet.

Will this work for Windows 7 or 8?

Both. The operating system is irrelevant.
