I've used the Zotac GTX-750 Ti card with windows 7 and windows 8.0,8.1, & 8.1.1 and in all 3 cases never had a problem. I'm also running 3 24" monitors without a flaw. I hope this helps?

Does it draw its entire power from the PCIe slot, or does it draw additional power from a 6 pin connector?

The cards power is all from the PCI slot.. At the moment I cannot remember if it even has the 6 pin connector. But if you message me, I'll let you know once I'm home.

Will this work in a PCIE 2.1 slot?

From the research I've done, PCIE 3.0 is backwards compatible with 2.0. I haven't bought this card myself yet, however.

Will this work well enough if I plug it into a PCIe slot that Dell has wired as only X4?  The Optiplex 9010 has one PCIe X16 that I need to use with my RAID card which leaves only the PCIe X16 that they wired as only X4.

I don't need super performance, I don't play games on this box.

Yes it will work. Although if you aren't using it for anything too intensive consider getting a previous gen of the card, It would be cheaper but still have some performance.

will this fit in a stock hp h8-1414 mother board? and would it be compatible?

Yes and yes. Your motherboard has the necessary PCI Express x16 slot, and this card is small enough to fit in any form factor that would provide that slot. Even your stock 300W power supply should have no problem powering this very efficient card. I myself am using a 240W power supply with no problems.
