I think you should have directed this question to customer support and not a purchaser of the product.
If you're having a problem connecting a cable to the VGA port as I did, simply remove the innermost screw and slide the connector away from the tab. One screw is sufficient to hold the unit.

I don`t know much about DELL compatibility; My relationship with DELL was never very good; What I remember about DELL was that, nothing was
compatibile with DELL, if it wasn`t made by DELL, it wouldn`t work on DELL; Sorry! but I can`t much help to you. PS. It`s always better to over

This video card will definitely work with that motherboard.  I am concerned that your power supply is serious overkill for this type of setup.  That CPU pulls about 95 watts and this video card pulls about 20 watts.  Your board is limited to a single graphics card, but that power supply could easily power this system with two GTX 980 Ti cards installed.  You would be fine with a 400 watt power supply.

I disagree with Randall J.  Your power supply is fine.  This card only pulls about 20 watts (peak) so you should have more than enough power with the Poweredge T310 power supply.  And I looked up the specs from Dell - you should have two PCIe x8 slots, which means YES, this card is compatible with your system.

I don't have any direct experience with Windows 10 and this card, but based on the fact it is a modern card I would fully expect it to be supported in Windows 10.

DirectX 12 is not yet released, but when it is, this card should be supported. [Wikipedia: "DirectX 12 will be essentially supported on all Fermi and later Nvidia GPUs"]

Does this card actually fit pcie 2.0 x8 slots??

No.  This card is a full length (x16) card, but is only using half of the available bandwidth (x8) because that's all it needs.  You will not be able to install this card in a PCIe x8 slot.
