will it work on Win10, IP35pro, q6600, 8GB ?

Windows 10 yes, q6600 yes, 8GB yes.
IP35pro: It should, 
Typically they will all be PCI Express, but for a graphics card you need a PCI Express x16 slot. There are three versions of this slot, but they're backwards compatible, so a modern PCI Express 3.0 graphics card will work in a motherboard with a PCI Express x16 2.0 slot. This motherboard has one PCI Express x16 slots I believe. Check your manual to be sure.
 
Also, PSU may or may not handle it and heat might be an issue too.

i have a dell optiplex 7010mt, i5-3470, 16gb ddr3 ram, and 500w psu. ive removed the hdd cage and have right angled sata data cables, so i dont think room is a problem. Will this card work with my system?

Don't know what sata cables have to do with anything. But your cpu might bottleneck the card by nearly 60%. Wouldn't be worth getting unless you upgrade your CPU as well. Check online bottleneck calculators before you buy any card.

Does anyone know if the power connect will work with a previous one used on a gtx 970? This will be my first time putting in a piece of a pc by myself and i overlooked this part of it as i figured all modern cards would use the same ports.

I think the GTX 970 uses 2 6-pin PCIe connectors. This RTX 2060 card requires 1 8-pin PCIe connector. Your power supply might come with an 8-pin PCIe. If it does not you can purchase a 6-pin PCIe to 8-pin PCIe adapter or a molex to 8-pin PCIe connector. Hope this helps!

I should have asked the before I bought it but can you take off the backplate? I just looked in my case and realized that it might nor fit with the backplate on.

Yes, it's removable. Just removed it myself prior to installing, it in my rig though I actually ended up putting it back on since I liked how it looked much better with the back-plate, and I also didn't want to lose the durability/heat benefits that a back-plate can have. Cheers!

This card is VR Capable, however please note it does not include the new VirtualLink standard USB Type C connection that is featured on the RTX 2070 cards.  This may be a limitation with newer VR headsets in the future.
