I'm not clear if you have to buy licences for the VPNs. Can someone clarify this?

No you do not. I have a 110 set up with 3 remote sites all connected through always on IPSec VPN and the remote sites are using the USG20. I also use SSL VPN for remote access as well as L2TP/IPSec VPN for remote access for several users. 
Doing that, I have not had to buy any licenses.

3 Questions - Question 1 = Can I create an IPSec VPN policy (or multiple policies) along with multiple users (in appliance), and restrict to specific VLAN when the user logs in? I have a netgear srx5308, and I am not able to achieve that.  Question 2 - Does this have a Web based interface for management? Question 3 - Is the IPSec VPN easy to configure and get working (because my netgear one is a PITA)?

1. IPSec policies can be created to give access to specific users.
2. There is a very robust Web interface.
3. I have never set up a VPN with the Zywall but it does not seem overly difficult from looking at the configuration screens.

Does the rack mount kit ship with the router?

If I remember correctly, you get 2 small metal 'L' shaped brackets. I don't know if they are for rack mounting, since I didn't use them.

There is no such thing as PCI compliance for a firewall. PCI relates to a comprehensive security plan which may include a properly configured firewall such as this. You need the advice of a trained security professional to evaluate if the features offered by this device will satisfy the relevant requirements of your security plan.

is this DLNA compliant?  does it have a DHCP Server? I would like this to be mainly a firewall, but also a router with DLNA capabilities.  will it do that?

my wireless routers are currently my firewall/dhcp server/router/ and other things;  however, they only do 4096 simultaneous sessions, and have very small cpu's and ram...   in addition, the throughput is terrible on my current setup, and honestly i think the firewall is stopping 1/3 of what it really says it is.

So, i intend to use this product as my firewall/router/dhcp server with dlna, and connect switches and wifi's to it.  dlna is a must for the printers.

This isn't a UTM. No subscriptions. Their" USG " line is more like a UTM.
For this zyall 110 you would need a seperate poduct on the server, for which there are many available.
