Is this a VOIP service or a cell service?

It is VOIP. My experience in Arizona with Sprint is sporadic. Voice cutting in and out a lot depending where you were. I live in 4G LTE area with 3-4 bars. Only so so service. 
 
Phone is great. Mine looked and worked like it was NEW.

I have shelved the FreedomPop phone for now. I chose the no cost 200mins/500text/500mb data plan. Maybe service will improve in the future...?

I have gone back to my reliable Tracfone which uses Verizon that offers best coverage in Arizona.

Question 2

Does this come with a charger and/or earbud mic?

My phone came with both however it is certified refurbished. However the charger is the standard micro-usb cord.

What carrier does it use?

They use Sprint 3g and Clearwire 4g network but they are their own carrier.  They use data network for voice.  So far my voice call has not worked.  I can listen fine but the other end can barely hear anything.   Went through layers of tech support.  They sent a new battery.  The laundry lists of things to try given by support took me cumulatively over 30 hours of my time and it has been over a month and it still does not work.  Data works though.  I had to twist their arm to cover return shipping on this defective phone.  I think eventually they will fix it but don't expect the same level of service as major carriers.  You may get lucky and everything will work Out of the box.   BUT if you have a problem,  you may be on hold for a call for 30 minutes each time and spend a lot of time trying to fix a broken phone before they accept returns or exchange and even then theyes will not voluntarily pay for return shipment.  Their support hours are only during workweek and daytime hours.  Try googling freedompop and draw your own conclusion.

Was it necessary to pay FreedomPop an activation fee after purchasing this phone?

yes it was and 2 days later it was refunded back to my PayPal account. It was a little confusing because they had to sign me up for a regular account and then after signing me up for the service then they took me off of the service and put me on the free service and that's what the charge was for. I hope that makes sense. Of course if you have a problem the nice thing is you can always go back and return it for a refund. This is the second phone that I've had with them freedompop and I have been thoroughly satisfied with both customer service and the service I was getting especially when it was free. They solve all my problems and they were very patient. I am very happy be the customer service.

Are you sure this comes with the minutes and data plan specified in this add?

It comes with 200 minutes and 500 MB of data and 500 text messages every month.  You can monitor your usage by logging on to their website to make sure you don't go over.  The battery charger they give you doesn't fit too well--if you wiggle the phone, it will disconnect just from the weight of the charger's wire.  Fortunately, my old charger fits perfectly so otherwise, I have a working phone with free service.

It works like any other Sprint phones you have. 
It's very worth it if you're not calling, texting, using data a lot then it's perfect. You don't have to pay for those limited services. You'll get 200 mins talk, 500 texts, 500 Mb of data free of charge each month. 
If you're under control, you're not going to need customer service then it's fine. 
The big push back is the customer service. If you don't have to deal with it then no issue to concern about. Customer service is very, very poor. It's very difficult, very time consumed to get their help.

Will my current cellphone number transfer to this phone?

In order to bring your old number over to FreedomPop, start by logging into your FreedomPop account. From there go to My Account > Phone Number > And select Transfer Existing phone Number.

You may need to contact your previous carrier to have your device "unassigned", but be sure to NOT cancel your previous account until the port is successful.

Does this phone allow me to use the wifi router function for up to 5 devices?

As long as your wifi router still has open slot for this phone to connect to, then it will do it.  If you are asking whether this phone has the capability to function as a wifi router, then not out of the box.  I think there are quite a bit of information online on how to tweak the phone to add in that capability.

No as another individual indicated, this phone and service operates on CDMA radio frequencies as in Sprint.  T-Mobile operates on GSM radio frequencies as in AT&T and others.

i've been a freedompop user since march 2014. i'm upgrading to this from an htc evo 4g. you get 200 free talk min, 500 free texts & 500mb free data. i'm a relatively light user so i haven't paid a dime for my service so far. they have several very reasonable plans. they even just added a free 100 min international plan. learning 'the ropes' can be a bit tricky, but, they are getting it more together & the help forums are a lifesaver if you have a problem. i'm very happy i decided to try them & i can't wait to get my s3!!!
