how many batteries does each pack hold? you say 8 packs. Does that mean 32 batteries or just 8?

That's a count of 8 batteries in a single pack.

The title and description say that the capacity is 2300mAh yet the photo shows a battery that has 2500mAh. As far as I know, there is no 2500mAh AA NiMH Energizer. Why the fake photo?

The ones I remove a couple years ago were 2300. Perhaps they've upgraded them?
