Hi there. Unfortunately ..No.  That mobo (motherboard) is an "ATX" which is a full size board which has the potential to support or install up to 4 GPU's (your "graphics" or "video" card) and 4 sticks of RAM. The Rosewill Neutron is what they call a "Mini-ITX" case...meaning that its one of the smallest form factors and generally motherboards that fit inside of a mini-itx case only measure 6.7" by 6.7" inches or so and only have enough "space" or "room" on them to support or install 1 GPU and 2 sticks of RAM.  What was always confusing to me was learning that a mini-itx or ITX system is actually smaller than what is know as an Micro-ATX or MATX (right? lol..pretty sure they use the term "MATX"?!?! haha) Anways heres a quick list of mobo sizes from biggest to smallest...you can always stick the smallest mobo in the biggest case but never vice versa if that makes sense :-) 
EATX or "Extended" ATX mobos are the BIGGEST
ATX are basically what every is used to seeing and the most common form factor.
MATX or Micro ATX boards smaller than ATX , but bigger than Mini-ITX or mITX which are the smallest. Hope this isn't a giant mess of confusion and i apologize for the short story ive penned here!

That's a standard 5-1/4 drive bay. Can be used for a DVD drive like I am or any standard drive bay controller like a fan controller.

Question 3

What types of graphics card will fit in this case? Does it fit low profile or can I go bigger?

I would suggest any card that uses up to a dual-slot cooler. It seems large enough to support a 2.5 slot cooler, but that's pushing it. You can use taller coolers as well, but the length you'll be limited to is around 11.8"

Do you think it will better with more air ventilation if the window side panel have holes?

I do think that would help cool the graphics card, but I honestly have not had any problems as is.  Mine has the stock fans (140mm in back, 2x 120mm red LEDS in the front) and my processor is liquid cooled with a corsair hydro series 120mm.  
*I have EVGA GeForce GTX750 card, depending on how hot it is outside (I do not have A/C in my house) it idles at 28-31C, under load usually in the low 40sC (running Tomb Raider with high graphics settings).  I have an alarm set for 65C which I have never had go off even on hot days.  
*Depending on the heat my i5-4690 idles between 32(on a cool day) to 45C (on a hot day).  Under load in the 50sC, and again alarm set for 65C that has never gone off.
*Note that 65C is a little low for an alarm, I set it low to be aware if the temperature is rising above normal limits.

I honestly like the case quite a bit.  It is obviously a bit limited on space in trying to fit into the ITX class, but the stock fans are honestly not as loud as some people make them out to be and they do the job quite well.

If I wanted to put 240 or a 280 in the front do I need to remove the driver bay?

You will not have to remove the hard drive cage, you may not be able however to run a push/pull setup, I haven't tried the push pull combo but I do use a push setup with a thicker 240mm radiator. My heatcore from DangerDen didn't fit though because of the plastic shrouds that sit on both sides which add a lot of width to the overall size. If you ran a slimmer XSPC 240mm radiator you should be able to do the push/pull combo. I didn't try a 280mm radiator so not 100% on that but it would still be a tight fit. I was able to mount 2 160mm Dual 80MM fan radiators for the fun of it but it was to flimsy and unstable without more support. Was going to use one radiator for GPU and one for CPU but was a dumb idea and would lose a ton of cooling power that way as well as add additional noise cause of the fans. Hope this helps :)

I have the Acer XC605, its tiny and doesnt have enough clearance on top for a GPU but it does support it, i need a bigger case.
will my MOBO and everything from my computer fit in the case??
please let me know and i will buy today!

***CAUTION: Your motherboard will overhang very far as Acer decided to expand upon the Mini-iTX form factor and is standard ATX in terms of width. This doesn't affect performance or functionality with the case, but do note that you should take caution in plugging in your PSU cable and USB 3.0 header. Take care not to put much stress on the motherboard when attaching cables that extend beyond the Mini-iTX form factor width.***

**Recommendation: I would recommend getting a Micro-ATX or Mid-Tower case instead to house your motherboard as its width is classified within ATX/Micro-ATX, and not standard Mini-iTX.**

Most of your components will fit just fine except for your PSU. You can use any standard ATX PSU with your motherboard and case, as long as it fits your power requirements.

Is the Rosewill Neutron – Mini Tower Computer Case compatable with Biostar P4M900 main board?

As far as my research has shown me that the board you  asked about is a micro-atx motherboard and this case requires a mini-itx form factor.

So the answer is NO.

Question 8

It seems to be a misprint: does the case really weigh 23+ pounds?  My bicycle weighs about that much!

Yes this case is very light with a lot of room. One thing to remember though, if you plan on using a cd drive you will only be able to put in 1 140mm fan and 1 120mm fan in the top.

If I recall the specs say two 140mm go in the top. I think it should read two 120mm fans in the top and two 140mm fans in the back.

I wanted to put a corsair h100i gtx or gt in the front of the case and for my video card I am planning to put a gigabyte 980 TI g1 card in there which is about a 11.6 inches. My question is would I still have clearance or space to put the cooler in front and have that monster of a card with no interference with each other?

Physically, it will fit both the radiator and your graphics chip. You'll have to remove the bracket for the 5.25" bay to fit the radiator, and the bracket for the fans is offset so that it doesn't impede the radiator.

The only issue you may have is length of your tubing for the Corsair H100i GTX. I would suggest that you get a motherboard that allows memory to be installed on the north-side of the CPU socket instead of the usual east-side as to ensure as much tubing length can be used. It might be a stretch.

I'd get a schematic for the length of tubing and go from there. I say you have about 10.5"-12" to get to the center of most motherboards from the top of the fan bracket.

Has anyone or does anyone know is some Micro ATX Motherboard will fit into this? It looks like it will? I love this case but I'm stuck with a MATX board with AM3.

No, it is specifically set up to hold a Mini-ITX board. The motherboard sits horizontally on a tray, and there is no option to mount a larger motherboard vertically.
