why do you need usb 3.0?

I suppose you are referring to Rosewill's advisement to "make sure your motherboard equipped with on-board USB 3.0 socket before purchasing."  In English, this is telling you that the USB 3.0 port at the front of the case has a wired connector that must be plugged into a 20-pin socket on your motherboard to function. Some motherboards do not have this 20-pin socket. Therefore, the case's USB 3.0 port can't be used with these motherboards. If your motherboard is one of these, you can still use the  USB 2.0 front ports of the case by connecting them to the motherboard.

What is the max graphics card length it can fit?

you can install a maximum-size graphic card in this case.  The only difference between this case and the larger size cases is the amount of room to maneuver your hands.  This case will leave you very little room to work on other components, once you install a large graphic card.

Question 3

Is there enough clearance for a DVD drive, motherboard and power supply?  There is not a photo showing the case with components installed to judge if the DVD/Blueray writer drive will work in this case.

Yes, there is. We do not like this case so much as it looks to much like a IBM Thinkcenter.  The Thermaltake Versa H15 SPCC Micro ATX is a better "inexpensive case" just because of the plastic front this Rosewill has.

could this support a 240mm radiator?

Probably not. There's an 80MM fan in the back...and there's not room for much more than that.
