Question 1

What about a dell motherboard? says only an atx?

ATX is a standard demension for motherboards, google it for specs. As for a Dell MB fitting, it Depends on what Dell motherboard you have. Dell likes to use custom mounting plates that the board bolts to for "tooless" removal. They othen have holes in odd places and slots for a snap-fit. Also the plate at the back where USB/Network/Sound ports are located is usually built into the Dell case so you end up with a big rectangular opening on your new build instead of a nice clean-fitting cover plate. When you buy a MB the plate comes with the board and fits the ATC case.

Where are the power on and reset buttons on the outside of this case? I can't see them in the pictures at all.

There is a button to the right of the green audio port after the usb which is the power button and mirroring it to the left, left of the pink mic port is the restart button.

does the case have external 3.5 slots?
 I wanted to put in a card reader.

2 of them about half way to the bottom of the case.  To be honest that is exactly what i have in one of the slots on mine.

how many fans can i install in this case?

I think you can install 2 fans, one in the back and one in the front.

Where would the i/o for the power and reset buttons go on this motherboard? There are two two-pin connectors but there are nine different slots available on this motherboard. Pictures are available by searching "What is the dell forum page. Newegg won't allow links to other sites so I can't provide them directly

Depending on which motherboard you have to go with this case, the i/o ports for the power and reset buttons will go on the far south side of the motherboard, there will be 2 (8)pin connectors that will have some white lettering just barely under the pin, it will say Pwr/Rst. There will only be one area on the motherboard that says this right under the pins, next to it will be another set of pins that says (LED+/-) and this is for the lights on the front of the case, should be a twisted red and white cable with LED+ and LED- on them.

do it come with sata 6 cables?

This case only comes with connections for power, lights, and the front USB ports.

Generally I expect appropriate Sata cables to come with your motherboard, but this may not always be the case.

Will a cooler master hyper 212 evo fit in this case?

It will...I have a 212 on my FX-6300 and the side panel will go on but the cooler is touching it.

Can you remove the rear I/O panel and put on the rear panel shield that came with your motherboard?

I think so. I don't remember what I exactly did, but the panel looks like the one that came with my mother board not the stock one that came with case.

how many fans can or does it have?

No fans included. However, if your CPU has fan included (like my AMD Phenom Quad Core did) none is needed -- there is so much flow through this full size tower the computer enclosure fan is not needed in room temperature 80 degrees F tops, environment.
If required, there is a vent cutout and mounting holes on back panel.

Is there a way I can get a new front panel usb/audio part?
I damaged it and want to replace the front panel or atleast the computer chip part inside the front panel with the 2usb/audo/mic on it

Contact the manufacture or just spend the $30 and buy a new one but this time be more delicate. Newegg doesn't sell individual parts per case.
