I have a question what is a case is it just something that cools down the computer or is it the actual computer?

Umm... The case is the enclosure for it, You should do a quick google or better, go on youtube and search how to build a computer, linustechtips does really good videos so you could search him up on youtube and search his videos for a build log. 
Anyway, the case is what is going to house all your computer parts, starting with your motherboard, power supply and from then your processor, processor cooler, graphics card, ram, hard drives, cd/dvd drive, fans, in most sitations, everything but your monitor mouse and keyboard will go in here, there always are extra things you can add though, Beings as you didnt know what the case for, I would still highly recommend you watch a build video, it'd be very informational and should help you out tons!

I'm curious about the "optional" front 120mm fan. Does that mean I have the option of buying a fan and installing one there, or does that mean I can get this case with it pre-installed? I don't see a drop down menu anywhere to check that as an option. I also searched RAIDMAX Horus for a case that lists it as pre-installed but saw nothing.

No, this case does not come with the front 120mm fan. As said already, it only comes with a rear mounted 120mm. I had a handful of other fans and it was easy enough to add on. If you wanted, you can pick up a pack of four 120mm fans here on Newegg for 15-20 or so. And you'd be able to use them all, assuming your Mobo has enough CHA_FAN slots, or you had a fan controller. You could have 2 fans on top, one in front, and then one fan on the side panel.

I believe they said it was "optional" in the sense that you have the spot for it, but you don't *need* it there.

Can this case fit a Cooler Master Hyper 212 EVO? Considering that the fan is pretty big?

Well... Considering that the fan on there is a 120mm fan you should be able to get a general idea of sizing... depends on how large the copper tubes "stick out"...In this case, its not much, Going by what ive seen myself, Id say it should fit, but would be a tight fit or you may have maybe a inch or half inch if that, to spare..

If you want a nice case, I would look for an older raidmax case, the build quality is quite a bit better than raidmax's newer case's

Just my opinion, raidmax's quality even on more expensive cases has seemed to deminish, But get a case that suits you, your needs and your build.d amount of internal spac

What type of motherboard can I should I use for this case? It's my first time making a gaming computer and I want to make sure I get the right things to build it.
