My PSU and PCI-e card both have female connectors. Theoretically, I should be able to use both male ends in order to power the PCI-e card? In other words, any one of these ends can be plugged into the PSU and any one of these ends can be plugged into something else?

Sort of, this takes one male end from the PSU and makes 2 male ends. This connection has one female and makes two males. I use is to power my motherboard which needs two 8pin but my PSU only has one 8pin
