No sir, it only has USB 2.0 Slots. It has 6 of them. The upper 2 that are by the older style PS/2 ports have added amperage to them, to allow you to charge a phone extremely fast - or run special keyboards (gaming lit keyboards) or attachments (usb powered fans and such)

It is a very good motherboard, I'm not using it as a Bitcoin board - 
I'm using it as a Vyatta OS Router. I used all the PCI-e slots and filled them with dual bay RJ-45 gigabit cards.

It will depend on your cooler, and the Ryzen 3,5//7 all use different coolers so there won't be one answer. Also your standoff matter as well to.
