5 out of 5 eggsPerfect addition to my HTPC

Pros: Silent. Low profile. Low energy consumption.

Cons: None.

Other Thoughts: This is my second purchase from PowerColor. I don't know what other reviewers are saying about chips. They're probably right, but I don't care much.

All I wanted was to have a great video card for my HTPC that's silent, low profile plus low energy consumption. It plays 1080p videos just fine, and with HDMI it delivers great audio. And I paid $30 for it.

What's there to complain?
If you're spending $30 and expecting a (somewhat) solid gaming video card, you clearly are daydreaming.

2 out of 5 eggsNot what the title says

Pros: -Works
-has DVI/HDMI/VGA out

Cons: Not what they labeled it as

Other Thoughts: Everyone please note, reskiles's review is spot-on. I ran 3dMark03 on this card and it scored 57XX marks at default settings each time. The review of this card on TechPowerUp of the 5450 scores 9846 marks (google it). I was perplexed by this and through GPU-Z, it is labeled as a 'Park' GPU, not 'Cedar', this is a mobile GPU and the RAM defaults to 400 mhz by the BIOS which is an EFFECTIVE 800 mhz, most other 5450s come with 800mhz which is doubled for an effective 1.6ghz. The numbers seem similar once doubled, pretty clever PowerColor.

Right now, the official page of this card on Newegg has no designation which chip it uses (it leaves it ambiguous at 5450 model) but when I bought it, it explicitly stated it was a 'Cedar' chip. This is pretty much false advertising; I would be very wary of buying any of PowerColor's products again.

Manufacturer Response:

I apologize for any confusion this may have caused when purchasing our product. We have direct information from AMD stating that the Cedar GPU and Park GPU both perform identical to each other. However, it appears that the reason for the difference in performance from what you have found online compared to your 5450 is the speed of the RAM. That difference in speed would be the reason why you cannot replicate the scores you have found online.

1 out of 5 eggsMobity Chip

Pros: It worked, AMD auto detect found drivers. Quiet
NEWEGG service rocked as usual , fast shipping from west coast to Southeast, cheap price $26 shipped

Cons: It's a mobile chip, it's dishonest not to say so by Power Cooler. But that's OK this was only for a cheap work computer, for much more expensive personal builds and builds for friends and family will just never buy a Powercooler product because they do stuff like this.

Other Thoughts: I would have still bought for this particular use, just chaffs me that companies have to lie.

Manufacturer Response:

The GPU on this card is no different than a standard 5450 GPU. I would like to know how it is that you determined that this card has a mobile GPU. The GPU on this card is not a mobile GPU.

Please contact me directly at, I would like to find out where the discrepancy was.

Thank you,

1 out of 5 eggsNightmare

Pros: NA

Cons: I have been unable to get the drivers to install on a new clean install of VHPx64. For some reason. It fails every time.
"AMD display driver FAIL" Version 8.950.0.0000
I have tried the driver disk that came with it.
I have downloaded the latest driver from AMD
I have tried Windows update driver.

Other Thoughts: As noted, this is actually a Mobility Radeon HD 5430 Park LP graphics core. I am through buying ATI. NVIDIA is simply better.

Manufacturer Response:

The problem could be related to incorrect chipset drivers to the motherboard. If the drivers are incorrect, it will give you problems to install the display drivers for the card. It could also be entirely possible that the card is defective.

3 out of 5 eggsFactory Mix-up?

Pros: Decent price, free shipping, it works.

Cons: Something didn't look right in GPU-Z so I decided to do some digging. It appears that this is actually a Mobility Radeon HD 5430 Park LP graphics core. The core was confirmed by some other utilities as well. The release date is displayed as Jan 7, 2010, which is also the date for mobility chips Park LP (5430), Park PRO (5450) and the Park XT (5470). Coincidence?

Although CCC and GPU-Z show the core clock as native 650, I could not get it to go past 500, even under full load, which is also the cutoff point for the Park LP chip - it is only rated at 500/550 core clock. Coincidence?

Using NovaBench this AX5450 averages 113 FPS and my other AX5450 (512MK3-SH) averages 140 FPS. I'm sure the difference in core clock and memory speed play a part in this. This card is only rated at 400 x2 memory. But again I will ask, coincidence?

Other Thoughts: My other AX5450 from Powercolor does perform at 650 core clock and memory at 500 x2. I purchased this one thinking it was an update and I wanted to see what it could do, plus the price was cheap, and it never hurts to have a spare.

I was sorely disappointed. Either they had a mix-up at the factory or somebody is trying to pull a fast one. This particular model used to be listed on Powercolor's website, I have seen it there before. Now, no trace can be found of it.

Granted, the card still does a decent job, but it is the principle that matters. I ordered an HD 5450 with a 650 core clock, and that is what I expected.

Manufacturer Response:

The Park core has been used interchangeably on the 5450 as it was allowed by AMD. I can assure you that the Park core works just as well as the Cedar core would in this card. If the Park core wouldn't work, the AMD Catalyst Driver wouldn't even be able to detect the card.

In regards to your concerns with the clock speed of your card, if you are having issues with it, we would be happy to replace it for you under warranty. You may contact me directly at for further assistance on this.

Thank you,

5 out of 5 eggsGreat spare card!

Pros: -price
-connectivity (HDMI/DVI/VGA)

Cons: none

Other Thoughts: bought this as a temporary card coz I just sold my Sapphire HD6870 "FleX" edition (on that auction site =P) to replace it with a 7970 but unfortunately newegg is out of stock at the moment for the sapphire one. so I looked around see what is the cheapest and best spare GPU until the sapphire 7970 gets some stock and I ran unto this one. it can play blu-ray video's perfectly and can run at 1080p resolution (very surprised at the performance at this resolution). this would be a great video card for htpc's.. its small enough to fit on those htpc cases and cool enough as well (hovers from 45-50C)
