1),  IS THIS COMPATIBLE WITH "WINDOWS 8.1" ?
      AND
2),  IF I CONNECT THIS ITEM TO MY COMPUTER,
    CAN I SEE "NORMAL AMERICAN TV" WITH MY COMPUTER'S                           MONITOR (LIKE A CHANNEL 4 NBC TV,  CHANNEL 7 ABC TV,   CHANNEL 11 FOX TV )  ?

PLEASE ANSWER ABOVE TWO QUESTIONS

I do not know if it is compatible with windows 8.1,  I know it works with windows 7 (which is what I have)

In order to watch television you also need a TV tuner card in your computer. That is not included in this package (but new egg does sell them)

You will also need an active television subscription (like cable or satellite and in some cases the set top box that goes with it)

Does this include an ir blaster as well as a receiver?

We bought this unit to work with our Windows Media Center application. Our TV antenna is connected to a Hauppaunge TV tuner card inside a PC. One input to our Sony TV is connected to that PC. Before this Remote, we controlled Media Center with a wireless keyboard/trackball combination. The Remote is much more convenient. It takes a while to learn how to control the mouse-centric Media Center app with the keys on the remote, but the enclosed instructions help. We thought the unit broke and we replaced it with a second purchase, only to find out our problem was a loose USB cable. Now we have a extra!

Is there a way i can make this power on my pc with the power button on the remote?

Only if the pc is sleeping, and has USB wake enabled in the BIOS. In newer PCs it is off by default to save power with a deeper sleep. The remote cannot wake from off, as the receiver has no power.

How does this product work?

This remote works quite well with Windows Media Center. The question is how well will you work with the remote? The transition from mouse-centric to button-centric requires mastering the meaning of some keys with not an obvious meaning. The included literature helps. We still keep the wireless keyboard/trackball for occasional use. Almost of our navigation is done with this Hauppauge remote. Disclosure: We bought a replacement when our first remote quite working. The replacement didn't work either---a USB connection was the problem. Now we have a spare remote!
