Can this item be mounted upside down for a case that has a bottom vent?

Yes, it should mount upside down without issue given that the case is designed properly. Take a close look at the screw mounting locations on both the power supply and case to be sure.  Either way, this power supply is an excellent choice if you need around 450W or less.  Reviews of the Rosewill CAPSTONE series are phenomenal, and I've had many of these perform great with no issues and very stable power.

Will this fit in a micro atx case?

It should, but I would recommend getting a modular cable version so you don't have to find places to hide the extra cables.
The Capstone is a really nice psu.  Good choice!

Pulls air from inside the case through the power supply out the back.

will this power supply be compatible with a dell motherboard?

Yes it will be compatible with your motherboard, what you have to watch out for is it could be longer by an inch or more than the one that came with your computer (I am assuming that's what you're replacing.) This can cause some issues getting it in without a struggle in a small case. Just take a look at how much space you have behind your current one, and keep in mind there are a lot of bundled cables spewing out the back of this one that won't bend out of the way immediately.

I would have to mount this on top. from the picture it looks like the cables would be closer to the motherboard which would not work to well for me. Is this right or not?

I'm not sure what you mean. This fits in the same place as a standard PSU, and fits exactly like a standard PSU. The cables come out of the same place as usual, and the fan points down into the case. In the picture, the PSU is upside-down. There is no need to cut holes or anything.

I have mine mounted in a stock Gateway case from 2006 without any issues.

what's the difference between capstone and valens?

I believe Valens is the newer version.  Capstone are known are for their high-end capacitors to even out power delivery.
