Question 1

I have a Seagate Barracuda 7200.10 250 Gbytes (SATA power and SATA data) that ran on MS Windows Xp op system with a failed motherboard.  Is the StarTech SAT2510U2 the appropriate external drive to run this?  If not, will you kindly recommend a similar device with which I can get my data off the Seagate drive?  Thank you!

This should work fine.  I used it for a failing drive out of a Vista machine and it worked great.  It's super-light-weight and all you really have to do is slide the drive into the sleeve, plug it into a USB port on another PC and you'll have what becomes a quick external hard drive.  For the price, this is a great fit and should work fine for what you describe.

Sorry to say I have no idea.
About it  fitting with your hard drive.
But if your specs on the hard drive match the star Tech then it should work,
 
but with anything when you the k you got it figured out. 
You know the rest good luck and be sure to open up the file folder when transferring files not the operating unit operating software. 
But just transfer the folder of the files.
