Question 1

I'm building a new computer and this fits my budget really well. I want to use a 1TB HDD and then have an SDD to put my OS(probably windows 7, maybe windows 8) on so it'll run quickly and maybe a game or two so they can load quickly. Would this do what I want it to? Thanks!

Yes it would work, however you will be cramped on space. I have done it on several PC or laptop, the 60 or 64 GB will mean you have to move a lot of stuff to the 1TB drive.

It also depends on what kind of motherboard you are using, if you have the intel series z68 or higher then you could use the drive only as cache and you would be fine. also fine if you used a rocket raid card to set up a hybrid drive on an older motherboard. then essentially again you are using the ssd as cache.

Now to Really ANSWER  You, had you asked this question 1 or 2 years ago when SSD prices were much higher  I would say go for it and move the extra stuff to the 1TB, however now that SSD performance and price have changed to the point you can get higher capacity and faster SSD for less cost you would be much better getting a 240 or 256GB drive. then you wont have to be cramped on space.  you really can afford to get a 120 -256GB drive for almost same price and you wont have to fight with not having enough room for the OS and your other stuff. The San disk and the Mushkin are very good ssd and so are the EVO ... just look on newegg and sort by price and size and then check the performance specs on the drives. you should be able to get a great 120, 128, 240, or 256GB SSD for around 100-150 bucks and that would be perfect for what you are asking to do.  You want an ssd with highest read and write speeds and highest IOPS.... many of them now do around 500Mbs read/write and 70 000 - 90000 iops on the 4k random.  I would say any Sandisk samsung, mushkin would be fine. Stay away from ADATA SSD's and stay away from refurbished, they tend to fail and the refurbs only a 90 day warranty, ADATA SSD have high failure rates from my experience, and ADATA makes the customer pay shipping when they RMA, whereas Sandisk and others do not.

Question 2

I want an SSD that can load up my computer from pressing the power button to browsing the internet or playing a game in 20-30 seconds. Is this one that's good for that? I'm on a $700 budget and this fits in perfectly along with a 1TB HDD.

This drive was purchased as a boot drive to a kiosk PC and yes it will boot the system in seconds. Far quicker than a traditional drive. But to be honest I would at least go with a 120gb or a 256gb. 60gb will fill up quick if you don't keep it clean. Or instead of buying 2 drives (if you can get by with less storage) just get one 512gb ssd and call it a day. That way not only your OS and boot time improve but also all of your file access takes advantage of the SSD speeds.
