Are these indeed white?

I purchased this tablet for my fiancé a few months back, and yes I ordered the white and received the white coloured tablet. She has had no issues with it at all considering it was a refurbished item. The firmware was also recently upgraded to kitkat 4.4.2 as an over the air update via wifi or Samsung kies.

The tablet arrived well packaged in a shock proof packaging - It appeared as if the tablet was brand new, no dead pixels or a single scuff or scratch to be found anywhere on the device.

will this tablet update to 4.3 or 4.4 os?

I have this model, and mine is already updated to 4.4.2.  If you have it set to update automatically, it will happen.  By the way, I love this device: size, performance, screen, many other things.  There is a temptation to load up on apps, but the more apps you install, the more drain on your battery, so be wise in your choices, and don't duplicate apps.

does it work on wifi?

Yes, this particular model works with WiFi.  In fact, it is a "WiFi only" model.  It is easy to scan for and set up connections.   If you're curious, while it does not come with any Bluetooth accessories, it is fully Bluetooth-enabled.  The only difficulty I had with setting up a Bluetooth keyboard was the steps on the keyboard itself to turn on it's "handshaking" process for the tablet to sync with.

Are these tabs refurbished by Samsung or a third party?  Any word on condition of the tablets such as screen scratches etc.?  Any recommended cases for them?

I think mine was Refurbished by Samsung I do not have the box info anymore. The screen had now scratches it had the film over all parts of the tablet such as screen, home button, etc. The cord had the plastic covering over it also. You have to be careful and wait on the case till you get your tablet. As you see in the photo it has larger sides that is because it has the pen included. Mine was the slimmer version with no pen so you will want to wait and see which you will receive. Otherwise you could end up with the wrong case. I hope this helps. Also I am enjoying my tablet very nice one to have.

The SAMSUNG Galaxy Tab 3 8.0 1.5GB Memory 16GB 8.0" Touchscreen Tablet Android 4.2 (Jelly Bean) is a wifi unit.

On a different note, you should be aware that I would suggest you to purchase a case for the unit. The screen does not hold up well to being dropped. This is the thrid unit I have purchased for my grand children. All three need replacement screens. I've replaced two screens and will probably end up replacing all three of them again -- but only after I get each one an Otter Box case.

Did this item come with any pre-loaded apps?

As with all Android devices, this comes with a laundry list of pre-loaded apps (messaging, shopping, browser, utilities, readers, etc., too many to list), some from Google and some from partners.  While I don't use some of those apps, others might.  This comes ready to use, just make sure you start with a good charge.

Why does it say "1.5GB memory 16GB", how much memory does it have and are both listed?

That's not entirely correct, Adam.  Both are solid state "random access Memory", as there is NO disk drive.  A better to understand answer is that the 1.5GB of RAM is System Memory (also called Internal memory) reserved for the OS (operating system) and other system critical software.  It is memory that the owner does not have direct access or control over.

The 16GB RAM (and you will notice that you don't really HAVE 16GB) is for storage, much like a thumb/flash drive.  It typically holds pre-loaded applications/content, as well as content you download and apps you install are stored and loaded from.

As for the previously mentioned memory card expansion slot, I believe that you can install up to a 64GB micro-SDXC/SDHC card.

Is this a picture of a Tab 3 7-inch or Tab 3 8-inch? On Samsung's site this is what a Tab 7-inch looks like.

Yes and no.  The Samsung logo is situated between the sensor and the camera lens, which are centered, not off to the side. Other than that, it is the same.

So far, it is a fine machine and I have had a lot of compliments on it from Tab 2 users.
