Is this enough power to charge an ipad?

Yes, it will charge an iPad. You have two options, use the USB port at 1 amp, or use the 120V side and the Apple charger. It will take twice as long as the standard charger on the USB side, as the Apple charger apparently puts out 5.1 volts at 2.1 amps, where as the USB spec is 5 volt at half an amp, where this puts out 1 amp. Just depends how you want to do it.

What is the fuse rating? Is it a standard automobile fuse?

It uses the old type glass inline type fuses. The amp rating for the fuse is 15 amps. The part number for the fuse is AGC-15. Probably can be found at almost any automotive parts store.

Will this inverter charge while I have the laptop on?

It would depend on the power demand for that laptop however I have used my laptop while it was charging and it would charge the laptop plus a phone without issue.
