Can it use in the USA ?

Yes, the rice cooker is made for the American (as well Mexican and Japanese) household. The cord has a 2-prong plug (Type A).

is it made out of stainless steel?

The inner cooking bowl is made with thin-ish stainless steel. The inside of the cooking unit is probably also stainless steel, although mine got some stain on the bottom of the cooking unit after one use. Since the part does not get into contact with rice, I am ignoring it. The outer shell of the cooking unit is white, and the lid is stainess steel. So far I like it.

Whats the power voltage? Is it 110v or 220v?

technically 120v.  but US 110v power.
you can buy adapters to use 110/120v appliances with 220v power.
Tatung probably makes one at 220 for sale in markets with that voltage, usually you can ask the manufacturer on their website.

Question 4

can you use this for steaming (egg)? I don't see a steam tray included

I never try steaming eggs, but I believe you can do it the same way you cook rice, put some water in the inner pot, amount the water will depends on how many eggs. and put the water between the inner pot and outer pot the amount of water depends on how long you want to cook, more water will take longer cook time.

Can this 3 cup rice cooker do ALL the stuff in the video?? (eg. steam eggs, make stew) It seems like it is  bit too small.

I just filled the inner pan to the brim with water and measured it. It held 7 cups (1.75qt/1.65l). This is the size of a small to medium sauce pan. Eggs? Sure, about half a dozen. Stew? I suppose, if you don't mind quartering your recipe to fit it in the pot.

FYi, if you aren't familiar with rice cookers the cup measurement refers to dry measured rice. Also, much like coffee makers, a 'cup' is not an 8oz cup. A 'cup' of rice is about 180ml or 3/4 c. dry measure.

What is the voltage?

It's sold for the North American market and as such has a standard 110-120V input.

If you buy this keep in mind that the pot automatically switches to "keep warm" and stays there until you unplug it from the outlet.  I didn't like that because I worry that it's a fire hazard so I interpose a 1-hour timer between the outlet and the plug.

I see that Tatung has a new version of the 3-cup cooker, the "TAC-03DW", which NewEgg also shows on their site.  This one look like the "keep warm" feature is optionally enabled by a button the the front like with Tatung's larger (6-cup and 10-cup) cookers.  It looks very nice but at 100 USD more, not for me :-)
