Can you recycle these cartridges, and if so where do you send them?

I have used Rsoeville Toner and couple of other generic toners
and have been quite satisfied with the product. However
I have not used the G&G but I suspect performance will probably
 be same as Rosevill.

I have a printer MFC-7360N is this toner compatible with my printer?

I have used this toner in a MFC-7860DW.   Since both your model and mine use a TN-420 or TN-450 toner, the toner catridge in question should work.

Generally, the TN-450 cartridge will cost less per copy or page printed.

I bought 5 of these things. So far I have tried two with the same end results - dead toner after installation.  I have followed the complex printer reset procedure provided with the toner.  After the printer recycles the little red light comes on.   Does anyone have any suggestions?

The toner cartridge is probably OK. Your problem is in a proper reset of the printer which might be resolved by searching YouTube for your model.
What I found has helped several times: 
1.Turn off printer and open front cover. 
2.Hold GO button and power printer on. All LEDs come on and READY LED goes off. 
3.When READY light is off, release GO button. All LEDs turn off
4. Press Go 2 times. All LEDs except READY turn on.
5.Press GO 6 more times. All LEDs turn off then ERROR LED turns on.
6. Close front cover. ERROR light turns off and READY light flashes briefly
7.READY light should be on and TONER should be off.
 If using a TN450 cartridge you need to hit G 7 times in step 5
You might need to do this more than once or clear print queues to set up
