I currently have Norton and doesn't expire until June of 2017. If I purchase this now, can I use it when my current subsciption is expired?

Starts when you install it, all 10 licenses, you could buy it and save it for when yours ends

When Norton is not updating or scanning, just monitoring, how much CPU % does it use?

Go to Task Manager (Ctrl+Alt+Delete) and click on Processes tab. Look for Norton and it will tell you the % of cpu it is using.
