Im assuming you meant the 7980xe, if so then yes, it will work. I own 2 of these Mobo's and they are great. As long as you choose a LGA2066 CPU, then you won't have any worries!!

With a 28 lane cpu will this board run 2 GPU's, a wifi card, and an M.2 (or 2)?

It should run, but you may be constraining throughput that would otherwise be possible. For example 2x 1080 ti runs faster if both cards on x16 slots using 44-lane cpu (requires riser to fit, but possible), which wont be possible with 28 lanes. But a lesser GPU might not be underutilized at all.

Would this be compatible with my 6950X?

No this is not compatible with socket 2011 cpus. Only compatible with 2066 cpus and the 6950x is 2011.

Will this motherboard support Windows 7?

yes but clean installing windows 7 to an m.2 as the boot disk is a pain... do-able but a pain.

can i use all 8 stat ports AND BOTH m.2 ports at the same time with a 28 PCI LANES chip (7820x)?

Nope. Why would you get a 2066 socket mobo (generally more expensive) and put a cheap 28-lane cpu in it? Get a 44-lane cpu or might as well get a cheaper 1151 socket mobo.
