Are the front "bars" that run vertically on the front mesh ABS plastic? Or are they made of metal?

They are plastic.  The entire front facing (?) seems to be one removable plastic piece.  The case itself is metal and the (I'm going to call them 'decorative' bits) are plastic.

Does this come with the needed accessories for a vertically mounted GPU?

No, it doesn't. I am still trying to figure out how/where I can mount the GPU. This case makes it hard to install the bigger cards in the bottom motherboard slots. The GPU will need to be mounted remotely, which I don't like at all.

I am assuming this will fit the ML360L v2 (by Cooler Master) in a top mount with minimal hassle?

Yes it should. I'm using a 360mm AIO with no problems. Your ML360 I'm guessing is the radiator size for your custom loop system. Should work just fine.

It comes with the front 2 large fans, 2 120 mm back fans, and 1 120 mm fan on the bottom of the case.  5 fans in total.
