my tower requires the following specs- 300 watt min, ATX-SATA, 12V w/ 20/24 plug, 4pin...does this unit meet those requirements?

Yeah, I think it'll work OK for you. But if the tower requires 300 watt min, you may want to consider a 450 watt or larger to give you a little more headroom. If you're just using it for email, web surfing and  a few light weight games it'll work. Just steer clear of extensive video processing, CAD, or Photo Shop. Keep in mind though, I think it only has a single SATA device power connector. So you may want to invest in some PATA to SATA power adapters. That way you can use the old style 4 pin connectors to power more SATA devices in your tower.

Is the StarTech ATXPOWER300 300W ATX Power Supply a good fit for my old Power Man HP-D301GF5? 
My ATX motherboard is an ASUS TUA266 Aladdin Pro 5 Tualatin w/Intel P3 Socket370 processor. 
The old power supply specs are:
+5v / 30A
-5v / .3A
+5VSB / 2A
+12v / 9A
-12v / .5A
+3.3v / 18A
It has these connectors:
1 - 20 pin (P1)
1 - xx pin (P2) - not using this one
6 - 4pin (internal peripherals)
2 - 4 pin mini (one is used for a floppy drive, other is unused)

As long as it's got a standard ATX power connector, it should work fine.  I installed it in an HP mini-tower ca. 2008 and it worked fine.
