I assume the side is tempered glass of something, not some plastic, right?

It is Plastic and the body is thin but sturdy. For the price it's a good case and if you don't move your computer to often the slight weakness of it don't matter, at lest to me. No DVD slot if you didn't know.

Does it come with fan?

It's come with one Red LED fan in the front, but it has room for 5 fans, fits the Water Cooler from corsair h100i comfortably front mounted. Little space if mounted on top, you'll see when installing all your components into it

Will this fit a corsair 240m rad at the top?

Yes, but beware of the height of the RAM, you use. Lets say mine are nicely trimmed....

yes. you can mount a 2 fan radiator on the top or back of the inside of the case

says max cpu height is 150mm but i heard you can install taller cpu coolers is this true?

I have a DeepCool GAMMAXX GT with 156mm and I was still able to install it to my new pc case with 8.1" Width with 1/2" space left, so you do the calculation and see if it'll fit this case, coz it's only 7.91" Width with the Corssair Carbide Spec-04. Hope this will help you.

under motherboard compatibility it says ATX (Up to 272mm).  is this 272mm x 272mm?  for example will a z170a(305mm x 244mm) fit?

i used asrock x470 master which is 12in x 9.6in or 304.8mm by 243.84mm

There are no 5.25 drive bays in this case. You could buy an external dvd/cd players for relatively cheap so that could be an option if you choose to buy this case.
