Yes. No problems using with Intel's Kaby Lake I-5 processor.

does this board support a front panel sd card reader?

If the front panel SD card reader connects to the machine using a USB plug then it should since the motherboard has two USB 2.0 connectors and two USB 3.0 connectors. I do not have this motherboard, but since I believe that the previous answer is inaccurate I added this comment.

Upon build, red CPU light (on motherboard) flashes and computer does nothing else. Intel i5 CPU (Kaby) is seated properly (all fans operating). Tried reseating cpu, ram, power cables, etc. without success. Is this likely a motherboard issue, cpu issue, or both?

I would bet on the faulty processor or fan first, motherboard next.
