What options are in the bios for PState control for over-clocking and under-clocking? Are they the same options as the Racing 7?

While many AM4 boards leave out access to PStates, Biostar on their lowest end board has it available and it works good. It is limited to PState 0, PState 1 and higher are not exposed. You really don't need access to the higher number PStates since PState 0 is the max clock speed while the higher the number the lower the clock/voltage of the cpu. The advantage in using custom Pstates is that in windows it will allow the cpu to downclock with lower voltages when there is a lower load on the cpu, saving power, quieter system overall while no performance degradation when you need it.

Is the bios able to be updated outside of windows? Is there a "live" update for the bios in the UEFI? Is light control in the bios? I'll be using this on Linux.

Yes, the update menu (BIO-FLASHER UTILITY) can be invoked by pressing the  key during the POST. You will need a FAT32 formatted USB flash drive with the updated BIOS file downloaded to it (preferably on the root of the drive). Any firmware upgrades released can be acquired on the support page for this motherboard. Just click the  tab, select  from the drop-down menu, and there will be a BIOS section with links to download any revision that has been released, including the latest. There is also a PDF download that goes into more detail about flashing the BIOS. The screenshots may not match what you see, but the steps should be fundamentally the same.
