Does this graphic card operate on a 250W PSU or will it need an upgrade to 500W?

This will likely NOT work on a 250W PSU. Looking at a simple representative system, it's unlikely that an entire system with this card will run under 250W. Also, a 250W power supply will probably not have a six pin PCI-E power connection that this card requires. A PSU upgrade will be necessary, though not necessarily 500W. You could probably get a 450 or 400W (depending on your system requirements) and make sure that it has a six pin PCI-E connection. (Also, take a look at an RX 460 or a GTX 1050[Ti]. They should both be able to run off motherboard power without the need for the extra power connection from the PSU. comparable performance.

will it fit an HP model # P7-1054?

It should fit.  I installed this card in my pc, which has a large desktop case, and it fit fine.  I googled your pc model and it's a large case.  If your motherboard has the slot for it, there shouldn't be a problem.  Realize the graphics card takes up the space of two cards and needs 2 access slots in the pc case.  So if all your other motherboards slots have cards you'll have to remove something or you may have to move a card down to free up space next to the pci 16 slot.

It claims that it supports AMD eyefinity is the ability to run applications across multiply monitors (up to 4 based on number of ports). However I have nevered used that feature, I am sorry I could not be any more helpful.

What is the physical dimensions of the product?

Actually on the smallish side.  If you don't include the IO panel, the dimensions of the card are 8.25x3.825x1.625 inches (lxhxw). Including the IO panel are 8.75x5x1.625 inches. Nothing really extends outside of the PCB. If you have the place to plug it in, I would expect that you have the physical space to house it so long as you don't absolutely need a mini card.

recommendationsTrying to decide between this and the ASUS Dual-fan Radeon RX 460.  
Pros: PC R7 4gb  256-bit bus; Asus RX 460 newer faster clocks  
Cons: PC R7 slow clock older; Asus 2gb 128-bit
Theoretically, shouldn't the R7 outperform the RX 460 while running slower or at least a wash because double the bandwidth? 
Not a gaming, but graphic/video editing. 
Any reccomendations?

i believe if it is not for gaming, more vram should work better. in gaming (genereally) higher clock speed are better. send me a program and sample file you want to render os something and i can throw it into my rig

Can this card be overclocked to 985 and remain stable?

I've been able to run the card at 985MHz with a +10% TDP max for over an hour on FurMark.  Seemed stable, and I'm now doing burn-in at 1015MHz with +10% TDP to try and push the card to instability.  My guess is that your experience with overclocking will vary widely, because I'm assuming there's a reason PowerColor is selling these at a crippled core clock.  Probably didn't meet the 985MHz baseline, so they're saving $ by underclocking and selling them.

Is this actually 4GB? I see it says it, but there's a card that looks identical to this at $150. Somehow I feel like this is misleading in one way or another. As $90 for a card like this is near unheard of.

If you examine the other card you mentioned carefully you should see where it is overclocked from the factory.  That is why the card costs more.
