Why are the pascal cards running so hot?

The TDP(of the GPU) is higher then regular because of a lack of heat pipes and an outdated design. Remember budget cards have to run hotter in most cases (no pun intended). Finally, pascal doesn't run hot arguably, because of how OEM this cooler is.

Will this card fit a micro ATX motherboard? More specifically, the MSI B150M Pro-VDH LGA 1151?

Absolutely, it will fit any ATX form factor. The question is will it fit in your case? This is about as small as these types of GPUs get, and it should fit in most cases. I am currently using it on a mini-ITX motherboard (even smaller than a microATX), and in a mini ITX case (Corsair 250D) and it has tons of space.

Will this card run hot like the evga card people are complaining about temps because it has the same cooler?

It does not have the same cooler, but it is similar in that it only has one fan.  Still, it does run a couple degrees hotter than a dual fan cooler. About 75-80 deg while a Gigabyte dual fan 1060 runs low 70s.

I benchmarked my 1060gtx 3gb on Passmark and received a score of 9890 stock and 10200 with a moderate overclock.Its faster than the 970 and within 4% of a 980.I ca max out out GTA5 with no AA and never drop below 60fps at 1080p.It easily maxes out World of Warcraft even with 8xMSAA with low shadows and I am usually 90-150FPS,With ultra shadows I average 70-80FPS with a very rare drop into the 50's

Will this work in an HP Pavilion 570-p065se? I'm sure i will need to get a higher  wattage psu but will i need to change anthing else?

This card is not going to give you much of anything.  It's a very small upgrade from the 1050 you have.  Much better to upgrade your hard drive to ssd and go to 16 gigs ram.  Much better bang for your for your buck.  For what it's worth I am the owner of a custom build shop for over 30 years.

Check for any updates in windows update. Also, if you aren't already, make sure you are installing your Nvidia drivers via Geforce Experience. Hope this helps.
