Does this have a 4 pin atx cpu connector?

no it's going to have an 8 pin connector if that's okay because you can either plug in half of it or that's 2 four pins and you can plug one of them in

what is "white" certified mean? i know what bronze, silver, gold, and platinum mean but not "white"?

"White" is the original 80 Plus certification. It simply means the PSU is at least 80% efficient at all loads. And efficiency is not a gauge of quality. It's merely a gauge of efficiency. And there is lower than White. A PSU can have no 80 Plus certification at all, meaning that it's not even 80% efficient.
