Does this power supply come with a sfx to atx bracket? It mentions expandability in the product description, but that is vague at best.

Yes, it comes with a sheet metal bracket painted in flat black.

What is the difference between a SFX and SFX-L power supply?

Its longer. This is 125x125. Look at the Corsair SF600. Its 125x100. While this one is longer, the trade-off it you get a larger fan that makes less noise.

Will this work in my HP Envy? Processor is AMD FX-6120six core processor, 10 GB ram 64 bit OS, display adapter is AMD Radeon HD 7450. I have a Radeon RX 590 Fatboy that I want to install in place of the HD 7450.

It should if it fits in the case. These units are about 125-130mm long plus the cables that plug in. I am running a Ryzen 3600 and a RX 5700XT on mine with no issues
