System has a ATX-TL450W-BK power supply.  Can I replace it with this power supply?

Should work fine. This looks to be a better supply than the one your replacing. Just use the plugs you need and store any extras out of the way.

will it work on other household appliances such as fridge?

a refrigerator runs on alternating current and not direct current. this type of power supply is only used in newer desktop computers. I would not recommend a newer computer user replace this item themselves.

Are the cables long enough to run in an ATX Mid-Tower case? Some reviews seem to say otherwise. Looking to use with the Antec 300 Two case.

Yes, the mother board cables are fine. The 4 pin molex or standard cd power cables maybe short if your devices needing them are at the lowest front of your case. If so I would say purchase an extension for one of the connectors.

not sure what you mean exactly.
has multiple 4-pin molex style connectors for, say cd drives, or older HDD.
has multiple SATA power collectors.
Has the 20+4 motherboard power connector...........

Is the fan variable speed controlled by thermal sensor or constant speed ? 
Is this quiet nearly silent ?

Well I couldn't tell you if it was variable speed, I don't believe it is, but I can't find my booklet to be sure, it is however quiet, and it hasn't let me down so far, I built my computer for gaming and I run it pretty hard with Skyrim and so on. I have to say though, the amount of sound will most likely vary depending on your case, but mine isn't annoying at all. For starting out I don't think it will let you down. Sorry I can't answer the variable speed question!

Will this work with a EVGA GeForce GTX 750 Ti Superclocked 2GB Video Card? The card says it requires "400 watt or greater power supply with a minimum of 20 amps on the +12 volt rail." and I know the wattage is not a problem but I'm unsure about the 20 amps on the +12 volt rail?

You want to look at the specifications tab and check the output section for +12V@20A, -12V@20A. This one does not qualify. However, that's a pretty serious graphics card. By the time you add up pushing that, your processor, your RAM, your hard drive(s), you really should be looking at 650W and up. You can only push your computer as much as the power source allows, it all starts from there.

is this fully SATA compatable for new computer namely Dell Inspiron 660?

I dont know how it'd wotk with a dell, spevifically, but i am running several sata drives from it in my home-built pc.  If it will fit in your case and is okay for the motherboard, then it should be fine.

Somethings are not, and somethings u can change out easily. For example. I had a Compaq. 99% of it was standard connectors. The one part that made it a Compaq? The power button pin set was set up in reverse. Had to junk the case in the end. Ur best bet is to look at the pix of the connectors in question and see if u think they will fit. U can also try writing to ANTEC. They may be able to help you there also. But the PSU is very solid. It's powering my AMD 5800K rig i built with no problems. Very reliable performance!
