Would this RAM work with an FM2+ processor?

The FM2+ has a DDR3 memory controller, but the motherboard will have more to do with whether the RAM will work than the CPU.  The best recommendation is to check the supported RAM with the mobo manufacturer.

Question 2

How is this a solid gaming RAM with a latency of 11? Would't a RAM with a latency of 9 be a better choice?

From what I know, keeping up with incredibly low CAS latency's will not yield any notable performance improvement.

Is this compatible with a MS-7826  Kaili motherboard?

It seems that it is compatible. HP shows that it is. See below specs.

Question 4

Is this RAM supposed to be compatible with the Asus Sabertooth 990FX? I got it, and it seemed to be doing fine, but then there were several instances of it freezing a few minutes into playing Overwatch, as well as a couple of freezes during booting. I tried also playing Skyrim, but it doesn't crash with that game, just always during Overwatch.

Yeah its compatible.  Sounds like a bad stick to me.  Try taking one out, test it.  Than take that one out and test the one you previously took out.
