Is there a way to control the LED's on the RAM, or does it just stay on?

I have an MSI motherboard and can use the MSI Mystic Light program to control the lights on the RAM and all the other RGB parts. Check your motherboard webpage. Maybe there is a compatibility page or a downloadable program for you. I believe the Corsair iCue program would also control the RAM RGB, but I do not use that one.
So YES you can control them.

Question 2

Can I buy two kits of these and have them match up and work together or do I have to buy a kit of 4 for them to match up and work correctly ?

You can buy two kits of the 8gb sticks. The pack of 4 are the same sticks, just in the higher quantity.

Question 3

I'm unfamiliar with led ram , would this work in the new am4 boards? MSI B350M MORTAR ARCTIC specifically? i know that mobo has lots of led settings in bios but, this ram states its optimized for intel.

Hey, as far as I can tell this should be fine for that board specifically as it says that it supports ddr4 ram. The leds are just a nice bonus. You may get some very minimal (if noticeable at all) performance gains with Intel vs amd in games and maybe more in some more "synthetic" programs such as video rendering, physics/3d modeling, and others like that, but honestly don't think it's going to really effect the average user. is this compatible with B350 tomahawk mobo and ryzen7 ?

I have an Intel/Nvidia build with these sticks, so I don't really have any experience with AMD. However, I have done a little digging for you, and found out that most of the big name brands should work as long as the motherboard has the correct slots, perhaps with a few hiccups over the correct speed of the RAM showing up for the running speed in the BIOS. As far as I can tell, the B350 does have the correct slots. I have also found a list of DDR4 RAM confirmed to work properly on AMD's website, but this model was not on that list. Corsair did have other models on the list, so it could just be that this particular model has not actually been tested, but may still work fine. Sorry I couldn't be of more help, but I hope I at least helped a little.
