Question 1

Has anyone tried to overclock this? If so how successful were you?/what speed did you get it up too?

I've yet to do any 'serious' overclocking on this RAMDIMM, but I have managed, with voltage manipulation, to get it to about 1800, but the CAS latency jumped from 9 to 11, so I dropped it back down almost immediately. 
Do keep in mind, Overclocking is entirely chip-specific. The performance numbers I state may have just been because I have a bad/good chip.
I  bought it because I needed the 9 CAS Latency at a decent clock speed (1333 is just a tad slow) for what I do on my rig.
Another thing to keep in mind is that RAM overclocking... doesn't achieve all that much. CAS Latency and Clock Speeds work together, if you plan on Overclocking this for gaming applications, for FPS. You only gain 1 or 2 FPS per 200 kHz of frequency increase, but it becomes more and more unstable as you crank up the overclock. 
I will say I love this DIMM, and plan on buying another, potentially filling all 4 of my ram slots with it. Great stats, lower profile than what you're lead to believe, and great reliability.

Is this compatible with Phanteks PH-TC14PE?

So long as you have these (if you have multiple) away from the cooler (so, slots 2/4, if counting out) I believe it will fit. I had a similar sized cooler and managed to fit both of the 2 I purchased in.

You don't need to worry about the machine you need to worry about the Motherboard, if the Motherboard can handled DDR3 1600 then you are god to go.
