Question 1

How about the Dropbox space and the App Store credit?  Trying to sort out whether to go new or refurb.  Warranty is apparently 30 days, as one review said.

So it might come down to the little extras that come with the new model -- assuming that you'd use them.  Tx

I already had a Dropbox account, so not sure what space limitations are for a new subscriber with this tablet.  There is a blurb that says 500MB free with first upload when I ran it on the tablet, instead of my laptop.
No App Store credits that I'm aware of.  I've used apps from Google Play and from the Samsung app store in the day that I've had but everything I've downloaded has been free.
IMO, apps aren't worth the extra $100 or so difference between a new one and a refurb - especially if you already have a Hulu+ membership, don't fly more than 1-2 a year (Boingo Wi-Fi = airport wifi), etc.

can i use Microsoft &pdf, can i make a note?

It's an Android system, so anything on the Google play store will work on this.  There are some microsoft apps on Google play. However, mine came with Polaris Office which handles PP, Word and Excel.  Adobe reader works great.  S note is where the pad really shines.  It takes my handwriting and turns into text, it has an equation recognition option that can read my hand written math equations including greek letters such as sigma and rho.  I can use the S pen to circle and clip parts of web pages from the browser and insert into my S note document.  Just yesterday I had a PDF document on the left side of the screen and as I read, I was taking notes in S note on the right side of the screen.  Pure awesome  I prefer this pad over my iPad mini by far.

Does the refurbished product come with the charger, charger cable and the manual?

The refurbished product that I received came with the wall charger, charger cable and a quick start guide - no full manual.  The quick start guide directs you to their site for a comprehensive User Guide.

Can the OS be upgraded?

As soon as I got got mine up and running there was a update notice and it updated the the software to Android 4.2.2

My nephew is doing hand-animated cartoons and wants a Wacom he can see his art on while he draws, as opposed to drawing on a tablet and seeing it on his computer screen.  Will this do that?

Yes and no. Depending on his skill level he may not be satisfied with the quality he can get out of this. If he's really into it, I would strongly suggest getting an Ultrabook or some form of 2-in-1 laptop/tablet that he can load something like Photoshop on.

This device does not support voice dialing; it does not have 3G capability, just Wi-Fi on this model. I'm not sure if it support Arabic or if it can be shipped to S.A.
