Will this switch work without the use of Alexa and Google?  Can we control this switch with a linux computer inside the network?

I have a Wemo switch without connecting via Alexa or Google Assistant., but controlled by the smart phone via local Wi-Fi, even without Internet connection. But in order to use Alex or Google Assistant, you must connect to the Internet. The switch has a Linux kernel built-in and controlled by the Wemo APP on the phone using proprietary protocol. I don't think the APP can be migrated to any Linux OS inside the network so far.

Question 2

does this device use a relay or a triac?
I wish to use this device or a similar type to control a variety of loads and want to know if it can handle a stepped sine wave input as triacs cannot latch on a stepped sine wave

I use mine connected to APC UPSs. And they all use stepped sine waves when the power is out. And the outlets still work on the UPS when the power is out.

Question 3

Does the app control require the wifi network be connected to the internet?  I ask because I have a flaky internet modem that I have to reboot on occasion to reconnect to the internet.  I still have network access to all of my devices, just no outside internet.

No. As long as your intranet (inside home) is working and Wifi is working, you can control the Wemo plug. Your internet doesn't need to be working for that.
