Is this mouse any different from the Proteus Core variant or a straight upgrade with the new RGB lighting?

This mouse is an almost identical copy of the Proteus Core, only difference is it lights up RGB that's it.  Same buttons, same size/layout, not worth upgrade unless you simply want flashy lights and got money to burn if you already got the original core.  Otherwise it's a very nice mouse very happy with it.

Does this have settings where you can adjust the sensitivity on it, like in the G500?

You program everything for this mouse via software.  Two buttons switch between sensitivity settings (previous and next).  A special sniper mode button drops sensitive to the lowest, as long as you hold it down.  Best mouse for FPS games I've ever used!

Its been asked, but the answers were vague: Can you save the setting ON the mouse? Meaning, after I set the LED color and DPI profiles in the software, save it to the mouse, then never run the software again?

Yes, download the gaming app, set it for onboard memory and then you can get rid of the app

Absolutely, just like any other gaming mouse you can custom the buttons to any keys and save the profile.

Is this mouse comfortable for people with small hands? This is for my wife who is the gamer in the family.

My wife has tiny hands and she seems to manage just fine, that being said it is a "full on the larger" sized mouse, but it has a good comfortable design.  It's a wonderful gamer's mouse particularly good for MOBA and RTS games.  I'd recommend it.  Keep in mind that individual grip style makes a difference in mice; if she has a claw grip style this mouse could be a little uncomfortable due to sizzle, but if she has more of a glide light grip then it's perfect.

Can the DPI up/down buttons be rebound? I was planning on getting this one in large part because of the positioning of those buttons, but I personally don't like variable DPI.

Yes, any of the buttons can be remapped to any function supported by the mouse.

Why is the scroll wheel unbalanced and move on it's own when in free scroll mode?

I've had and used this mouse for just over 2 years as my daily use mouse and I've never encountered the issue that you're writing about. Maybe you should look into sending it back to be looked at?
