Does this case require an ITX motherboard?

I bought this case and am using at mini-ATX motherboard, you'll lose two rubber holes in the case for wire management, but honestly the case is put so well together that I had no problems being limited to one even with a water cooler at the top. The only issue I have with this case is that I have a little sag in my full sized GPU. Its barely noticeable though. Otherwise this is my favorite case out of the three PCs I've had.

does this include both the lighting link and the rgb fan hub or just the lighting link?

The case includes a Lighting Node Pro and then a RGB fan hub to plug into one of the 2 channels on the Lighting Node Pro. The fan hub will give you independent lighting control of up to 6 fans. However, the fans will still need to also be plugged into a PWM header on the motherboard or fan controller. I ended up getting a Commander Pro to run 4 LL series fans and one of Corsair's LED kits.

it says that this doesnt come with a side pannel but i assume it does right?

I don’t know where you have read that but mine came with a 2 side panels which is glass and metal.

Can anyone tell me which micro atx motherboards i could use  to be able to add 2 x 120 fans on the bottom of the case?

I have an itx board, but you can probably fit any size matx board in there, BUT you won't be able to use the 4th pcie port (if it has one), or the 3rd port if you're plugging a graphics card into that slot.

What size psu does the case support?

I use a Corsair AX850 in this case. You can fit a longer ATX PSU like a HX1000 or AX1200. My only concern would be cable management with the original Corsair PSU cables. Not so easy to bend and hide. But if you could afford custom cables, I see no problems with a bigger PSU. Good Luck.

Will an Asus ROG STRIX X570-I ITX work in this case with a standard RTX 2080 ti Card?

The ITX board will totally fit (it's built for matx). The GPU is probably fit, there are enough lanes, and my founders edition 1070 fits with about 2" to spare.

Will the Asus ROG Strix B450-F Motherboard fit well into this case?

No, that seems to be a full-atx motherboard, and the 280X is a micro-ATX case. You will need  micro-ATX board or a mini-ITX board. The former usually have an M in their name after the B450.

Question 9

can you install a push pull config with fans on both sides of the radiator on the front or top of the case? like for a 240 mm all in one cooler can you install that to were the front fans are and have 2 fans on the inside on the radiator and 2 on the other side outside of the case directly behind the front glass panel. i hope i explained that well enough.

I have a push-pull radiator on the top-front.  Plenty of room for that.  On the top back, I have a 140 fan.  I don't think a push-pull would fit at that location because it would hit the MB.
