Any monitor is compatible with windows 8.1. It would depend on several things.  Are you looking for a monitor that is touch-screen or a regular screen.  2. VA or DVI.  This monitor can be used with either a VGA or DVI cable and both are included with this monitor it is not a touchscreen.  To answer your question yes, it will work with windows 8.1 and windows 10 with no problems.

the mount is a table style not sure if you can adapt it to a wall mount  I wouldnt bet on it there isn't  a four bolt mount on the back so I don't think you can do that hope this has help

This monitor says "HDMI" in the title yet in the specifications under "connectivity" it lists  "HDMI -> No" .  Is there no HDMI female plug on this monitor?  If not, what is meant by HDMI in the title?

There is none, this monitor supports high-def resolutions through a DVI cable not an HDMI. I also don't see HDMI in the title unless it got changed.
