The device attaches to the back-side of the hard drive. There are 4 screw holes on the drive. I usually only use two screws to hold the device. Depending on the computer case that you have, it may be a tight fit going into the hard drive mount slot. I have used these type of fans on my hard drives for years and they are excellent for keeping the drive running at a cooler temperature. Note: some brands are better made and only use a single fan.

Do you have the power adapter for this fan so it can be used as an external device?

This plugs inline with the power to the drive itself.  So you could probably use it on an external device if you allow for the power connector access to the internal power connector.

60 x 60 in the dimension specs -- is that 60 inches (or 5 feet!)?

neither it is 60mm which is 6 cm, or 4 inches

Do you have the power cord for these so that it can be used as an external cooler?

There is an external adaptor, I have 2, one has gone bad.  I just can't find the replacement.  COLBY AC/DC Universal Adaptor Model CA-979 plugs directly into the fan and allows the use as an external cooler.  The fans work great externally.
