What would be a suitable power supply to go with this video card?

Card consumes a little over 200 watts at full load, add in all the other components like cpu which these days are in the range of 85 - 130 to probably higher in, and your're looking at almost 400 watts for just two components. I would say to be on the safe side atleast a 750 watt power supply , just to give a little head room.

What is the length of the Card?, i want to make sure it will fit my new build.

The card is quite long: 10 and 5/8th inches. Keep in mind that there are plugs on the end of the card so you will need at least another inch.

Does the card require both PCI-E power plugs to be hooked up to power supply or only one is needed for dual-monitor set up?

You need both plugs to be connected to power, otherwise the card does not function properly.

Before I purchase an upgraded power supply, I want to know if it is interchangeable with the one currently installed. Does anyone know how I verify that?

You can look at the specs on the card and see if it requires a 4,6,8 pin power plug, then look and see what your PS has, some cards don't need a ton of power and if you only have a say a 4 pin and the card has 8 or you don't have any as long as your PS has a couple spare 4-pin molex (old HDD, CD-ROM pre SATA) you can buy an adaptor that takes 2 Molex to 1 that you need. Keep in mind these should be off 2 seperate cables not off the same 2 molex on the same cable.
