seen this cpu in not as fast people claim it is, and the person of this CPU was just making or editing a simple youtube video, with no special effects, just a video tutorial, of a demonstration, and the video or his computer system was laggy, could of also do with the 3GB Ram he had, but wouldn't the so-called decent CPU would help to push the weight.

Will this fit into a motherboard with am3+ socket type?

It should.

I have it in an AM3+ Gigabyte GA-78LMT-S2 Mobo and I have run it in an MSI 970A-G46.
THE BEST THING TO DO IS CHECK THE MANUFACTURER'S COMPATIBLE CPU LIST for the motherboard you're going to use.

THE easiest way to get to that list is go to the product page of the motherboard manufacturer (MSI, Gygabyte, Asus, ASRock, etc...)

There are links to the same lists at NewEgg by clicking on the "Specifications" tab on the product page, then go down to the bottom and click the "Manufacture's Product Page" links.

I would doubt you would have any problems with the 270 CPU, it only uses 65 watts and doesn't have any special "bells and whistles" Generally the problems that I've seen are with people trying to use a 125 watt CPU in a less capable Mobo or trying to stick an AM3/3+ in an old 939 or a new FM1/FM2 Mobo...

Your motherboard has the correct socket, however I believe the TDP may cause you problems.  The 270 Regor is 65 Watt, your motherboard states it's rated @ 25 Watt TDP. You might try contacting HP support and get their opinion. Personally if this was "my" only choice to upgrade, I would go ahead and stick this CPU in, the Regor creates very little heat, you shouldn't have any problems.

Can I upgrade this from a AMD APP80-NI (Alberta-G) on my HP Omni 100 5100z?

If the socket on the HP Omni 100 5100 motherboard is a (AM3 socket ) then you can use it.
If not, you must buy a processor to fit whatever socket you have on the motherboard of  HP Omni 100 5100.  I hope you the best on the upgrade on your computer, keep trying, and check your upgrade maximums.
