No it does not. You will not want to just use any ordinary heat-sink, either. You need a good cooler to keep this chip happy. High-end AIO water coolers (360mm+) or the best air-coolers on the market (ND15+).

Essentially, this thing has graphics cores and vertical cache. It's going to get hot and you're going to want some decent cooling. They're basically saying air isn't going to cut it.

The 7950X3D indicates it has 2 graphics cores.  Can it run without an independent graphics card?

I am new to to computer building and dont know if RYZEN CPU require a GPU? im confused by it all. one review read it ran all games in ultra but made no mention of GPU on the ryzen 7950

This is an extremely high-end cpu, do not plan to buy this with no gpu. Yes it has a built graphics, but much cheaper chips have that. This would be a chip you would pair with a very high end gpu like a 4080, 4090, 7900xtx.
